Thank you for the inquiry. The powder that i mentioned is called Ben Nye Character Powder and can be purchased via ebay. I have Charcoal, Plains Dust, and Ash colors and use all three depending on the outcome i'm looking for. I put the powder in butter dishes with lids, one for each color so i can keep them fresh. I use a very soft three inch paint brush for applying the dust. For chaps, i apply either charcoal or plains dust inside the legs for the sweat patterns, some on the thighs where a hand would rest, at the pocket areas for wear effect. I add ash as needed to further age the leather at knees, leg ends, etc. Be very careful as a little goes a long way and you can always apply more but taking away can be a real problem. I then hand rub everywhere to set the dust (it will get into your hands and will wash away after awhile - lol). Hope that this helps, best of luck and let me know how you did.
