Mills County, Texas Officials - 1890

Phil H. Clements is described in this old photo as being the first county clerk of Mills County after this new county was carved out of the earlier Brown County, Texas. Several of his family's best genealogists have stated that he was a brother of Arch Clements who was one of "Bloody Bill" Anderson's lieutenants.
